This case study of the Philippine Center for Investigative Journalism (PCIJ) and its groundbreaking exposés of corruption and wrongdoing by the former president of the Philippines, Joseph Estrada, illustrates that the news media can be the most effective of tools to control executive abuse, but that it can only play that role when the press is relatively free and when information of a public nature can be obtained and scrutinized by diligent journalists.
